FDIC: Board of Directors Approve Notice of Proposed Rulemaking on the Establishment and Relocation of Branches and Offices

The Federal Deposit Insurance Corporation (FDIC) Board of Directors today approved a notice of proposed rulemaking to streamline the processes for the establishment and relocation of domestic branches and offices. The proposed rule is intended to improve the speed and certainty of, and reduce the regulatory burden associated with, the filing process under 12 CFR part 303 of the FDIC Rules and Regulations. 

The proposed rule would apply to insured state non-member banks applying to establish a branch or relocate a main office or branch, and to insured branches of a foreign bank applying to move from one location to another. Key elements of the proposed rule include: 

Interested parties may submit written comments on the proposed rule up until 60 days after publication in the Federal Register.
